Yes... eventually. Currently we're in early access mainly focused at further developing the website, creating new features and fixing bugs. Patrons get access as a sign of appreciation for their support.
Although some features might be locked off to supporters on Patreon, the main functionality (uploading and viewing videos) will be free of charge in a couple months.
